I.

Applicants: Airport staff, stationed unit, and other personnel who are related to the airport business and require access to the airport often.

II.

Procedure for applying for pass permits:

1  Personnel pass permits:

　1)  Government agency staff:

　　(1) The applying organization shall submit two copies of the personnel list applying for the pass permits and three
　　　 passport photos, and shall apply to Kinmen Airport.

　　(2) Kinmen Airport will fill in the permit type and comments on the list’s inspection opinion column.

　　(3) A copy of the application for personnel pass permit list shall be submitted to the Airport Police Bureau for
　　　 reference.

　　(4) Applying organization obtains the permits in Kinmen Airport.

　2)  Airline staff:

　　(1) After obtaining the Number of Jing-Zong-Deng-Cha, attach it with two copies of the lists of personnel
　　　 applying for passing permits, three passport photos, and submit it to Kinmen Airport for application.

　　(2) Kinmen Airport will fill in the type and comment on the list, the permits will be issued after application being
　　　 approved.

　　(3) A copy of applying for personnel passing permit list shall be submitted to the Airport Police Bureau for
　　　 reference.

　　(4) Applying organization obtains the permits in Kinmen Airport.

　3)  Private enterprises and organizations: To correspond with business requirements, the airport enterprises and
　　 organizations personnel shall apply for the pass permits according to the airline staff regulations.

2  Vehicle pass permit:

　1)  The various vehicles for airport construction will be issued with a pass permit after being approved by the airport
　　 manager according to the application procedure.

　2)  A temporary worker (construction) vehicle pass permit shall be applied for by the construction
　　 contracting unit with two copies of the pass permit list at Kinmen Airport; one copy shall be kept by
　　 Kinmen Airport for reference, and one copy shall be kept by the inspection unit for reference.

III.

Fee:

1. It is free for government organizations to apply for pass permits

2. The personnel pass permit application fee is NT$ 60 per pass permit. For other units’ personnel, the vehicle pass
　permit fee is NT$ 80 per vehicle.

IV.

Notice items for applying organizations or personnel:

1. Personnel with a pass permit shall follow all the regulations. Any transformation, alternation or amendment will lead
　to the cancelation of the permit and related responsibility will be charged.

2. Personnel with a pass permit shall keep the permit secure; any loss shall be respectively reported to Kinmen Airport
　and the Airport Police Bureau by the applying organization. They shall also fill in the Proof of Loss of Airport Pass
　Permit and follow the application procedure for reissuance. For any circumstances caused by the loss of the permit,
　the applying organization and personnel shall be responsible for all damages. Applying for a pass permit reissue: A
　service fee of NT$ 1,000 will be charged. If the pass permits are lost more than three times, the personnel will not
　use the permits for six months, according to Article 19 of the “Control operation regulations for accessing civil
　aeronautics administration (CAA) control regions” enforced by the Airport Police Bureau.

3. Personnel with the pass permit shall wear the pass permit in an obvious position for security checks.

4. The applying organization shall return the pass permit of the personnel who has resigned from the job to Kinmen
　Airport for cancelation.
